What a grind...
The best way I have found to get 250,000 fans is to play in custom match on feeding grounds.
Step 1. Create some basic troopers any will do and go around catching fan geysers.
Step 2. Place a summon flag inside the worms ring and send many a troopers to their deaths.
Step 3. Rinse, repeat, and don't fall asleep.
