I had a lot of trouble getting this event to pop up naturally over the course of the game. A guaranteed way to get the mouse event to occur is to try this seed in the house level of Litterbox Mode:

-1957262312

It's the first event to pop and the mouse spawns in the first room outside of the spawn point.
