The option to build a castle is found under Development > Construct.
It does not take any directives, so as long as you have the gold required, you can repeat it as many times as necessary on each turn.

There are 10 types of castles to buy (with an 11th castle being the default castle). Including the default castle as the only "Tier 1" castle, there are 3 other tiers.

Tier 2: Two castles that each require 3 territories and cost 1,000 gold. One adds more battle tactics, while the other adds a shop.
Tier 3: Three castles that each require 10 territories and cost 5,000 gold. Each gives you a second magistrate room for Military, Personnel, or Development. Both tier-2 castle enable all three tier-3 castles.
Tier 4: Five castles that each require 20 territories and cost 10,000 gold. Each castle gives you an extra "specialized" magistrate room. Each one is enabled from a specific tier-3 castle.
- The Military tier-3 castle enables the Strategy room (Strategy) and Dojo (Military).
- The Personnel tier-3 castle enables the Tea Room (Personnel).
- The Development tier-3 castle enables the Study (Development) and Western Room (Diplomacy).

Since I haven't seen any official terms in the game, I'll use three terms--locked, enabled, and unlocked.
Locked castles appear as question marks in the Construct option and cannot be constructed.
Enabled castles have their picture in the Construct options and can be created, but only while you're in a connected, previous-tier castle.
Unlocked castles have their picture in the Construct options as well, but since they were previously constructed, they can now be constructed from any castle as long as you have the gold.

The Tea Room as a good example. It is locked until your current castle is the Personnel castle, then it is enabled. You'll only see it and be able to make it as long as you have the personnel castle. Changing to any other castle will re-lock it and you won't be able to make it (or see the picture).
But, once you construct the Tea Room, it will be unlocked, and as long you have the 10,000 gold, you can then construct it directly from any other castle (including other tier-4 castles).

What I would guess to be the most cost-beneficial way to do it would be going:
1) Any Tier 2
2) Any Tier-3 + all connected Tier 4
Note: For Military and Development, you have to get a tier 4, go back to the tier 3, then get the other tier 4.
3) Basic Castle
4) The other Tier 2
5) Any other tier 3 + all connected Tier 4
6) Any tier 2, then the last tier 3 and connected tier 4

For example (this just goes from left-to-right):
Battle Tactics -> Military -> Strategy Room -> Military -> Dojo -> Basic -> Shop -> Personnel -> Tea Room -> [Either Tier-2] -> Development -> Study -> Development -> Western Room

One last note, since the trophy should pop once you've bought the last one, it would be good to either save up the money (going that direct route would cost 78,000 gold), or save it in a separate slot so you don't waste all that gold (going straight from Basic to the Tier-4 you want would normally cost 16,000 gold).
