  You will unlock this naturally in the game at some point but if you want to get it out of the way early you can early on in the game. Once you are able to save at the hotel for the first time there is a police bribe just north of your hotel behind the Colon and Moonlite Hotels (They are both green in color).
  
  Drive north on the street in front of your hotel until you see those two hotels then drive or walk behind them in the alley and you will see the bribe token. Once you know where it is simply cause some trouble (beat or shoot someone, etc.) and once you have at least 1 wanted star simply walk or drive over the bribe token to reduce your wanted level by 1 star and obtain the trophy.

  This is super easy to obtain look for a floating star badge icon (in many different locations you will come across one at some point, there is one located in the back ally of the first save location near the beach). Cause some trouble by shooting a gun or killing some NPC's, stealing a car or hit a cop, etc. as soon as you get a one star wanted level walk right into the star icon and it will remove a one star wanted level and BLING trophy unlocked.

  As stated in the other solutions, this is a super easy trophy, and you will likely find or pick one up naturally during your time playing the game. Picking one up reduces your wanted level by 1.

  There is 13 in total. Once you pick one up it will respawn when you get a certain distance away. So you can keep picking up the same one multiple times to completely clear your wanted level.
