This is part of the story and can't be missed. You will receive the Changing Potion and the kitty after the duel on the 8th Floor in Dran's Cave. She's the last piece of Toan's house. After adding her, you'll have a scene, and the kitty will be upstairs. You can use the potion on her then. You can't move forward in the game until this is done.
