This one may or may not come naturally as you play the game. But when you have trouble with the cops, chances are slightly higher to get wasted than actually busted.
So if you wanna speed this up. Just go to one of the police stations and start making trouble. As soon you have the cops on your tail, get into a vehicle and do nothing, so the cops will arrest you.
Rince & repeat.
