How to unlock the Benevolent Leader trophy

I tried the other solution and it did NOT work for me. I got stuck at 98% and it would not go higher than that. So I am going to share with you a fool-proof way of doing this.

First off, I know everyone says Sanctuary is the best place to do this...WRONG! It may be the most convenient since you start with that place but it is by no means the easiest. That Mama Murphy counts as a settler and she doesn't do anything. I also had problems getting Sturges and Preston to do anything as well. What a waste of a settler they turned out to be!

The method I used was to pick a settlement where there were no people present. I personally chose the Red Rocket Truck Stop. It has a nice area to build around and it already has a bunch of things ready for you to use.

Here are my ending numbers when I popped the trophy. I will go into detail on each and hopefully you can use this method to make this trophy less ridiculous for yourself.

    People 25
    Water 30
Food 30 (5 people on food)
    Power 35
    Defense 170
    Beds 26

Step 1: Your settlement will have zero people when you start (remember, if the Truck Stop has settlers already in your game, pick a location that does NOT have anyone!). Do not build a beacon and do not send anyone from another settlement either. And definitely do NOT send your companions as they count towards the settlers!

Step 2: Get your water around 25-30. This is the easiest step. You do not need any special hydro pumps. The cheapest will do just fine. Just plant 10 of them in a confined area and call it a day.

Step 3: Fence off a fairly decent sized portion for food. You will want to plant 24-30 Mutfruit and NOTHING else. A single Mutfruit plant counts as one resource. All other foods (corn, tato and others) count as .5 resource.

A settler can only harvest up to 6 resources but the game can be glitchy and have them only do 5.5 resources if it can't round up by locating another plant. Just plant Mutfruit as it is tons easier.

Step 4: Beds! You must have beds for each settler you plan on living in your settlement. 23 settlers? 23 beds. 8 settlers? 8 beds. I advise you plop down one or two extra, just in case.

For example, I had 25 people but 26 beds. I had my companion with me and I didn't want to find out if they would steal a bed and piss off a settler and have the happiness drop. Also note that beds MUST be under a roof. Settlers do not like radiation storms sprinkling on them while they rest (for obvious reasons).

Just build some small shacks and cram the beds in there. You can easily fit 8-10 beds in a small shack.

Step 5: Power/Defense. Power has no bearing on the happiness of your settlers. However, a little power is nice so you can have a couple nice turrets. I made 3 big generators and one medium generator. You can make whatever you think is necessary.

Defense is VERY important. I put 6 missile turrets on the roof of the Truck Stop and 6 laser turrets on the roof of the shacks I built. I also made some of the machine gun turrets and put them on the ground at the entrance. I noticed once I hit about 90 defense, the outpost NEVER got attacked again. Maybe my 170 was a bit much, but at least I didn't have to worry about an invasion from [insert deadly faction/creature].

Step 6: Once you have all that built, start getting settlers to come to the settlement. Have your shops either built already or have the caps ready. You are going to need A LOT. I personally had 5 settlers working on food and the other 20 working in shops.

My charisma was at 15 which allowed me to have a few extra settlers. To obtain a higher charisma, it would be wise to spend level up points on that SPECIAL stat. Don't forget there is a bobblehead for Charisma as well. I also wore some nerdy glasses that added 1 charisma, a hat that also added 1, and some fancy shirt that added 2. (I don't remember where I picked them up...they were just in my inventory stash)

As it stands, a settlement can hold 10 people no matter what your charisma is. But for each point of charisma you have, you can increase it by one more settler. So if you have 3 charisma, you can have up to 13 settlers. If you have 12 charisma, that would be 22 settlers.

Do not build Armor or Weapon shops. None. Zero! They will not count towards the happiness level. Only the Clinic, Food, Trader and Clothing stands will work. Not only that, but you want to build the Level 3 shops for each of them. There are some perks that you will have to invest in called Cap Collector and Local Leader. Put two points into each perk. Also for the clinic you will need one point for medicine. Make sure you study your perk tree and prepare yourself.

Step 7: Patience. This trophy blows. It's a huge waste of time. You will have to stay either at your settlement the whole time or stay very close to it. If you leave the happiness can go down. I don't know why but it's just how it is.

So it will require a lot of standing around and doing nothing and sleeping on a mattress to pass the time away. However, you finally will have time to finish that book you were hoping to finish before the game came out.

It took about 2 hours for me to go from 88 happiness to 100 earlier today. Last night when I started this method I went from 50-88 in about an hour. I went to bed though because I tried the other method for over 8 hours and couldn't get past 98 happiness. My happiness was definitely a 0 last night.

CrucialVelocityI think this is broadly right, but I don't think you need quite as many people as this. The Truck Stop is definitely good because its small footprint requires a lot less construction to count as 'large'.

I got it to pop with 12 settlers - 2 on 6x mutfruit each and the others on Tier 3 Surgery Clinics (x6), Tier 3 Restaurants (x2), Tier 3 Clothing (x1), Tier 3 general store (x1). I'd already put up a ton of paintings and some statues etc, plus a ton of wooden crates to nudge up the size rating.

Total of 106 defence, but what popped me from 98 (where I was stuck for a while) to 100 was actually putting up heaps of lights around the place - some construction lights outside, some industrial wall lights on the side of the building, and brilliantly, the trophy popped when I put a mirror ball inside the truck stop!

ArmyVaultWhen I did this I didn't put any decorations of any kind in my settlement. I also know that every person and their mother states that having more Medical shops increases it faster. But it should be known that I had 20 shops and had 5 of each (5 trader shops, 5 medical shops, ect.) and was still able to pop this trophy.

To those who are hesitant on pursuing this trophy, just make sure you prepare yourself and you have patience. There are lots of solutions that work to get this and I know mine will definitely work.

Also, a little insanity therapy. About 6 seconds after I popped the trophy, I saved my game. I then decided to equip my Experimental MIRV and go nuts on the settlement. DAMN that felt good.

CrucialVelocityThere's obviously some sort of hidden 'utility value' counter which ultimately drives the happiness level up, so it's possible that both shops and decorations count towards this, and maybe Bethesda hid some randomised variable behind the scenes just to be a real pain. You're right though, the key asset is really just patience.

By far the cheapest and easiest method...

"Go to a small settlement like Red Rocket Station. Build 6 or 7 beds indoors. Plant 6 mutfruit. Build defense up to about 60. Build 5 tier3 (surgery station) clinics. Build enough wooden crates until your size goes yellow, meaning becomes large. You find wooden crates under furniture/containers. Build 2 or 3 water pumps. I did it with 3 but should work with 2. Go to another settlement and send 6 people to your chosen settlement, or use recruitment radio beacon (make sure to disable beacon after 6 people have arrived). Assign 1 person for food. Assign rest 5 people to clinics. 1 for each clinic. Wait for happiness to go up. After happiness goes up, sleep for 24 hours (thats why I made 7 beds, 1 for me). Repeat previous sentence.
P.S. Never leave the settlement while doing this. It could bug out and happiness could drop.
EDIT: People have been saying that you don't need to build crates to increase the size. You can still get the trophy without it. Also some have said that adding pictures increases happiness speed." Credit to Lembitu36 from Reddit.

It works! Took me about two hours. Also, i can confirm you don't need the crates. Hope this help someone take this annoying trophy out of the way.

Edit: If you hang pictures on the walls the happiness seems to go up a little faster!

Edit 2: Do this in a alternative save slot if you don't want to lose your caps and materials, reload your old save after you earn the trophy.

Edit 3 : When it got past 85 I started sleeping for 48 hours right after the score increased.

Subliminal--CutsThis solution works a treat, my happiness was going up about 5 every 15 minutes. I slapped up a few painting and statues to try and speed it up but yeah 6 settlers is the way to go. I barely had any extras so my settlement size was still quite small, definitely not in the yellow

SwebbieJrThis still works as of April 2021! Tried the other solutions but just had no movement past 89%
    This one worked a treat

After some extensive testing..8 hours of it! You only need 1 settler
I have a much easier solution which will take a few hours maybe 3. While clearing red rocket to redesign and rebuild..I noticed happiness increased as I sent settlers away. (Indicated by the arrow alongside the happiness bar)

I suggest a manual save before doing this as you burn a lot of building materials.

NOTE: DO NOT LEAVE THE SETTLEMENT ONCE YOU BEGIN! HAPPINESS WILL DROP.

    The criteria to meet:

    1. Remove Radio beacon if you have built one

    2. Reduce the settlement to 1 settler (Send all others to settlements by pressing cn_Swhile in workshop mode and selecting any settlement.

    3. Build a Restaurant - Third store under food and drink. Requires cap collector lvl 2 and Local Leader lvl 2 perks. and 1500 caps.

    4. Place 2 sleeping bags inside the red Rocket building (little room in the back is ideal)

    5. Build 1 Chair

    6. Large settlement: To Achieve a large settlement - This is not the number of people but items in the area. You need to keep placing items until the size bar goes Yellow. Radios worked well for me just spam them everywhere. Just keep building anything you can.

    7. Food and water must be present within the workshop (Settlers can use this in place of a pump/food. I had around 50 purified water and a mixture of crops totalling 50.

Once the above is in place:
    1. Wait until 10 am on the chair
    2. Get off the chair and wait about 20 minutes (Periodically enter workshop mode to check the happiness rating. If the happiness rating does not increase by 14:00 (2pm) move to step 3.
    3. Once the happiness rating has increased. (It will rise by one or two points). Wait on the chair until 10 pm (doesn't have to be exact).
    4. at 10 pm sleep until 10 am
    5. Repeat the above until you get the trophy!

I got this 5th May 16 with latest patches. Took around 3 hours to get!

    Happy Huntingsmile

    BartiiiiiStill Works 04/2017!!!

    Big Thanks to AttaMortem!!!

    However small addition:
    1. I have assigned the only existing person to Restaurant.
    2. Food Counter was zero. There was food in Workshop and plants around but as long as you do not assign no one, counter shows zero - do not worry. You'll get Hapineess 100 with Food 0 :-)
    3. Every waiting period I did something like:
    a. buying from restaurant food
    b. Fring met at the back of Red Rocket Shop
    c. Creating Chems espacially Jet. You can harvest a quite lot xp.
    d. Sell Jet at Restaurant.
    e. Talking with Settler.
    f. buying a drink
    4. Do not leave the settelment and once you reach max size do not scrap anything
