You'll get the arc cannon in more than a few places during the last half of the game. (the first chance you get, I believe, is in the Stahl Arms infiltration mission) Once you get the weapon, find a few enemies that are roughly in a line (they can be a decent ways of to either side), then hold the fire button to charge the shot and once it goes off they should all die.
