It's highly unlikely that you would get this from just random chance, so you're probably going to have to do a little farming. The basic idea is that you figure out what equipment enemies are dropping in an area, and set a normin on your Lord of the Land that corresponds with the skill on the first slot of the equipment. If you can farm a lot of pieces of the same gear that all have the proper skill, you can eventually fuse them together to get all 4 slots as the same thing. This will probably require around 10 of the same item to drop before you have a good shot at having the right skills.
This is significantly easier if you've leveled up your Lord to the point where you have all the drop bonuses. Keep in mind that drop rates go down when you have too much gear, so get rid of some gear if you can't get drops to show up.
I got this in Glaivend Basin at the end of the game. If you are playing on chaos difficulty, the lizard men here will be over level 100 and capable of dropping one of the best swords in the game for Sorey, the Bloodied Sword. This sword has phoenix on it, which is the final normin you get after finding all 49. Since the sword is very strong, it was worthwhile to farm it because even if I didn't get the right mods, I could still fuse the swords together to keep powering Sorey up. The lizard men are also weak to impact, which makes them very easy for Rose and Sorey to kill even on high difficulty levels. Just spam basic attacks.
