Once you unlock the Tower of Illusion(in or after Chapter 2 I think) you can go through it and some enemies will drop catalysts for you. Until you have one you won’t be able to go into the house that does the alchemy for you. Simply get 10 for a weapon or defender item(some catalysts are able to be used on either) and upgrade a single legendary equipment 10/10 times and this will pop
