A pulse power up is the purple bubble icon, this power up shoots straight forward and explodes when fired (Press  )
Power ups are random though you are more likely to get this one when you are in the middle of the pack, when you see a cluster of racers fire away and get a combo. This isn't very hard at all.
Here's a demonstration, I get the power up but wait for a good time to hit a group of drivers. |
