This is a story-related trophy and cannot be missed via normal campaign progression.
After you survive yet another encounter with Vaas, you will head to his compound to confront him. After fighting your way past his henchmen you will enter his warehouse. The entire fight with Vaas makes it seem like you have snorted cocaine. Seriously, this fight might have you trippin'.
After you finally kill Vaas you will get a short scene and unlock the trophy.
