Each level is earned by completing missions, each mission is worth between 1-3 gold sack boy heads based on difficulty and 5 heads are required per level. You should easily get this on the way to earning 10 costumes. You can skip missions if you feel nessessary, first time costs 1000 bubbles and the cost increases each time you skip.
