After you unlock the Grinder in the game, you can grind items in it to have a chance to obtain a better item. Below is the Wikia page listing off the specifics of the Grinder as well as recipes for obtaining better weapons.

For me personally, I used a few Golden Keys obtained via SHiFT codes. I ended up getting a bunch of class mods that I tossed into the Grinder. I made sure to use Moonstones in the grind as opposed to just a regular grind. Before I even saw what item I created my trophy popped. I ended up netting an orange class mod.
Definitely make sure to invest moonstones and multiple purple and orange weapons whenever possible to increase your chance at a legendary creation.
