On any level, press the mini map to open the map and look for the room with the red lightning symbol. The room that symbol is on will contain a button that you press to turn off the power and unlock this trophy.
This should be your priority in every level anyway as you can not use water on anything that is powered (producing grey smoke) as it will go on fire again.
