I'm trying to do Patrols 101 / A Lay of the Land (whatever the hell it's called), and I can't find a damn place to do "Collect Energy Spikes". I've watched the only video that anybody seems to link to on Reddit, and that doesn't help me because I can't find the damned crashed airplane.
If you need the DLC to do this, then why are they giving quests that involve DLC to players who don't have the DLC? Somebody please tell me I don't need the DLC, and tell me how the hell do I get complete this damn quest!

Energy spikes look like columns of light and are tied to patrol missions denoted by stopwatch-like symbols. This mostly involves getting on your sparrow and running over them in quick succession. I don't know what you mean by the "damned crashed airplane" but you can find several downed planes in the mothyards in the cosmodrome. It's a nice wide open map ideal for sparrow racing.
