Firstly it seems to be caused by the new patch on a FRESHLY installed game. What I needed to do was:
1. Re-download the game off the PSN now when it starts to download it will also start to download the patch/update.
2. Immediately delete the patch to stop it from downloading but leave the game to finish.
3. When the game is installed it will ask you to update... don't! You wont be able to go online but this is fine you just need to get the tutorial section out the way. Complete the tutorial sections, your car should move fine.
4. The game will now download the rest of the install, its huge and will take an hour or so depending on your connection. When it completes and your back into the game quit and then install the update.
